THE BUCS UK FANTASY FOOTBALL LEAGUE CONSTITUTION

LEAGUE STRUCTURE
1 - An administrator will be appointed each season and will administer all scoring, maintenance of rosters and distribution of information. Any information regarding the Bucs UK FFL is available at www.bucsukffl.co.uk

1a - With the disolvement of the League Commissioner all disputes will be resolved by an equal vote amonst all owners; each owner have any equal say. In the event a rule change is under dispute, an equal result will leave that rule as previously stated.

2 - The number of teams in the league will be 12 for the 2009 NFL season, each controlled by a single owner.

3 - No team will be allowed to compete unless league fees to cover administration costs have been received by the League Commissioner/Committee.

4 - Should a team resign from the League during the season, its players will be subject to a special dispensation draft to the remaining franchises and the vacancy filled at the start of the next season.

5 - Ownership of a franchise may be transferred by an individual, or at the discretion of the Commissioner/Committee during the course of the season, to avoid the action in Rule 4 being taken.
6 - In disputes between two or more franchises over scoring interpretations or trade rulings, the Commissioner/Committee may poll up to three neutral owners for their decision. A majority is required to settle the dispute and this decision is final.

ROSTERS
7 - The standard League roster comprises 19 players, four quarterbacks, five running backs, six wide receivers, two tight ends and two kickers, and additionally, two NFL team defenses.

8 - Each franchise may now hold up to four players that are deemed to be injured (previously 2). Any player placed on this IR spot, cannot be re-activated for the rest of the season, and must also have been placed on IR by their respective NFL team. In addition you can only place players who were already on your active roster on IR - free agent players who are on NFL IR cannot be claimed to put on IR.

8a - Each player may hold one player on a development roster for the first eight weeks of the season. This player must be an NFL rookie. He can be activated at any time up to Week 8 to replace an existing player in the same position on the team roster. He can be replaced by another rookie via free agency up to Week 8. After Week 8 Free Agency, this spot is lost and any player on it must either be activated or waived during Free Agency requests.

9 - At the end of each season (no later than 28 February), each franchise may protect five players. No franchise may protect more than two players at any one position. The remaining players become free agents and subject to an off-season draft between the franchises, together with all rookie players drafted in the annual April NFL draft in New York. The order for this draft will be in the direct order of won-lost records from the previous season for the eight non-playoff teams. The winner of the 3rd place playoff will pick ninth, the loser 10th, the SuperBowl losers picking one from last, and the SuperBowl winners last. Details on the time and structure of the draft will be decided by the end of April each year.

10 - Any future expansion of the League may require allocation drafts and amendments to the guidelines laid down in Rule 9. These will be arranged and all franchise owners informed as and where necessary.

11 - The Commissioner/Committee also reserves the right to bar other NFL players on account of dispute arising over their playing position. Should such a dispute over a player arise during the season, the Commissioner/Committee may see fit, having taken advice as in Rule 6, to award compensation for a player being excluded. Ricky Proehl remains barred from every FFL roster on account of catching the TD pass that stopped Tampa Bay going to the Super Bowl. Martin Gramatica was banned from Week 2 of the 2003 onwards on account of the fact that he is crap.

STARTING LINE-UPS
12 - Each week, a franchise owner must name his starting line-up comprising one quarterback, three running backs, three wide receivers, one tight end, one kicker and one team defense. (see rule 15) These players score points in accordance with the table shown at the end of the rules. No player may be started in a game if his respective NFL team is playing the Tampa Bay Buccaneers that week.

13 - The deadline for this notification is 1pm each Sunday. For Thursday night games (see rule 16) the deadline is 9pm, apart from Thanksgiving Day when the deadline will be 5pm due to the early start. If no such notification is received, the previous week's starting line-up will remain in effect. This deadline will be rigourously enforced from now on.

14 - An exception to Rule 12 is for the first week of the League season when a starting line-up must be submitted. Failure to do this will mean no players scoring for that franchise in that category.

15 - Notification of starting line-ups must be made via the website – go into “Team Info”, scroll to the bottom and select “pick this week’s team”. If an owner is unable to access the website for any reason (e.g. holiday), notification may be made by phone or e-Mail.

16 - Any franchise with players involved in a Thursday night NFL game can enter just those players involved via the web site. For weeks with early games an option to 'pick early game players will appear under the 'team info' page. This allows one or more players to be selected. Once submitted, the owner will only then have an option to pick the rest of the line-up. The early game players will automatically be selected and cannot be changed. Once submitted the line-up will then be complete.

SCORING
17 - The scoring for starting players is shown in scoring section. Please note new scoring categories for this season, as voted on at the FFL draft. All players on the active rosters will be subject for scoring in a second category based on their total yards gained in that particular week. All teams will have their passing yardages totalled with the highest scoring franchise receiving 12 points, the second-highest 11, and so on. This is repeated for rushing yards and the receiving yards. In the play-off semi-finals, these points are awarded on a 10-7-4-1 basis, and in the SuperBowl/3rd place play-off games, it is five for the higher scorer and none for the lower in each category.

18 - From the 2008 season, all passing yards accumulated by backs or receivers, rushing yards by receivers and receiving yards by quarterbacks will be counted towards the yardage totals. However, yards gained on kick or punt returns are not counted. Also, yards gained on 2-point conversions are not included in NFL statistics and are not included in the second category scoring.

18a - When a player scores on a lateral, the scoring will be thus: Brad Johnson throws a 25-yard pass to Michael Pittman at the 11-yard line who then laterals to Keenan McCardell who scores from there. Michael Pittman would score double points (18) for an 11-yard pass and Keenan McCardell would score standard points (9) for an 11-yard reception. In addition, a player scoring on an offensive fumble return as Keenan McCardell did in 2003, would score double points.

19 - The statistics used will be from the NFL's website at NFL.com.

LEAGUE SCHEDULE
20 - The regular season will comprise 14 matches taking place over the first 14 weeks of the NFL regular season. The schedule is designed so that all teams will play each other at least once and the rotation is structured so that everyone will play each other twice in a season, every three years. The schedule also incorporates two "Rivalry Weeks" when traditional rivals will play each other on those weeks (10 and 13).

21 - The top two teams in each division will progress to the play-offs. Each division winner will play the runner-up in the other division. These games will take place in Week 15 of the NFL regular season. The winners of these semi-final games will meet in the FFL SuperBowl and the losers in the 3rd place play-off game, these both taking place in Week 16 of the NFL regular season. The prize for the 3rd place play-off will be the right for the winner to draft ahead of the loser in the following season's free agent draft.

TIE-BREAKERS
22 - All tie-breakers on standings will be settled by adopting of the following guidelines:- head-to-head record, conference record, points scored, total yards gained, and finally a best-of-three arm-wrestling contest.

22a - If more than two teams are tied in the standings, the 'head to head' tie-breaker will only apply if one team has "swept" all other tied teams; if this has not occurred the tie-breaker will move on to the next step, conference records

23 - When a regular or post-season game finishes level on points, the winner shall be the team that wins two of the three yardage categories.

WAIVERS
24 - Until midnight, 12.00pm on a Wednesday evening, teams may submit a list of up to five players they wish to acquire to replace others on their roster. At the same time, they must also declare the players they wish to waive. To do this go to the “Free Agency” tab on the website, make your requests and press submit.

25 - Players will be allocated to teams depending on their spot in the free agency waiver list. The first team on the list will receive the first player they have listed. They will then drop to the bottom of the list. This will continue until all teams have either signed or missed out on all the players they submitted.

25a - All roster signings will be allocated to the rosters and posted on the forum together with the updated free agency waiver list that will be in effect the following week. No further player signings or moves will be permitted until the following week.

25b - No trading of positions on the free agency waiver list will be allowed.

TRADING
26 - Until the aforementioned deadlines, a trade of any number of players and/or draft picks may be made between two or more franchises. The only requirement is that all involved franchises remain at the standard roster level at the culmination of the deal, using the waiver procedure if necessary to achieve that goal.

27 - No trading of players and/or draft picks may be made after the deadline for Week 8 until the culmination of the FFL Bowl.

28 - Details of all trades including conditional picks, must be submitted using the "Trades" tab of the website. Any player traded during a season, cannot be re-acquired by the original franchise until the day of the following free agent draft. This is to prevent "loan deals" being made with the players returning at the end of the season.

28a - No trade will be permitted for "a player to be named later" or "future considerations". All deals must be for stated players and draft picks named at the time. Trades involving draft picks changing on performance, ie: a 4th rounder for 10 touchdowns, a 5th rounder for eight touchdowns, are allowed.

29 - No trading of money, merchandise or other such materials is allowed. However blackmail, extortion and sexual favours are all acceptable and generally recommended.

30 - No franchise may trade more than four of their future free agent draft picks in any single season.

31 - The Pro Bowl ran from 1994 to 2002 and involved points scored by the two conferences in the NFL playoffs. This was shelved for the 2003 post-season.

COMMUNICATIONS
32 - Any owner who does not show consideration for other owners or their families in telephone calls of roster moves and starting line-ups, will be subject to a warning and then exclusion from the league.
